I'm from Bulgaria, and i'm runnin vbulletin on bulgarian, and as you may guess i have problems with cyrillic
vbulletin stores it as unicode, and on a lot of places, shows it as unicode (in the mail on the reply, dialog boxes and etc.)
as i can see you have already solved the problem with the cyrillic, so if possible please let me know what's the solution.......

There is nothing cryptic to be solved. First setup your Apache VHOST to use WINDOWS-1251 code page by default. Setup your MySQL to support this charset and you're done. UNICOD conversion takes place at your web browser and not in the bulletin itself.
