Нашел - я выключил автозагрузку carpserv.exe. Это background application that allows the internal modem speaker and allows you to listen to the dial-up sounds. It is related with Zoltrix modems.
Хоть и пишут про него - Seems to be for laptops only и you can easily remove this process. Врут буржуи, без него модем не фунциклирует нормально
