Может и было такое, всю тему рыть долго. Как в serv-u поставить ограничение скачивания только в один поток, когда скачивают клиентами типа FlashGet и подобными?

А дальше всё зависит от конфигурации FTP.
По идее и то, и то надо ставить 1.
Иначе могут через прокси качать с разных IP, если
Max. no. of users поставить больше чем 1.
Serv-U не умеет
отдельно ограничивать количество потоков именно для скачивания.
Такое умеет только:
South River Technologies Titan FTP Server 4.x Enterprise Edition
