Open Command Prompt and type

C:\>assoc .msc (enter)

(must see)

.msc=MSCFile

if not, you just lost association. Then try

C:\>assoc ..msc=MSCFile (enter)

and check in Windows Explorer-Tools-Folder Options-File Types
