Borland, конечно, прав.
Меняем параметер shell в ветке HKLM\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Winlogon.
Ещё можно так - HKCU\Software\Microsoft\Windows\CurrentVersion\Policies\System
